COP22 – Vandaag begint Marrakesh ‘echt’

15 november 2016Vandaag arriveren in Marrakech de meeste vertegenwoordigers van de regeringen in Marrakech en komen de onderhandelingen over de uitwerking van het Klimaatakkoord van Parijs ‘echt’ op gang.

Staatssecretaris Dijksma vertegenwoordigt Nederland op de jaarlijkse klimaatconferentie van de Verenigde Naties, samen met minister Lilianne Ploumen (Buitenlandse Handel en Ontwikkelingssamenwerking).
Staatsecretaris Dijksma over COP22 (in een brief aan de Tweede Kamer): ‘De voorzitter van COP22, Marokko, ziet de conferentie als een “actie-COP” met veel politieke nadruk op de mondiale klimaatactieagenda (Global Climate Action Agenda) met de focus op ‘Adaptation, Agriculture and Africa’. Nederland zal deelnemen aan ministeriële bijeenkomsten onder deze Actieagenda en over klimaatfinanciering. Onder de Actieagenda legt het Koninkrijk nadruk op koolstofbeprijzing en adaptatie- en waterbeleid in stedelijke delta’s. Daarnaast is er een dialoog over de stand van zaken wat betreft klimaatactie pre-2020. Hier zal de EU laten zien dat ze flinke vooruitgang boekt met de klimaatdoelen tot 2020.’

Europa: ‘The EU will be in the driving seat of the clean energy transition’
Gisteren sprak EU-commissaris Miguel Arias Cañete (Klimaat en Energie) over wat er voor de regeringsleiders te doen staat. (En heel opmerkelijk: hij sprak in het het geheel niet over de opstelling van Donald Trump.)

161115-canete‘(…) Miguel Arias Cañete, said that it is now clear that the global transition towards a low-carbon and sustainable world is here to stay. But he warned that the achievements of the last year cannot be a short-lived success.
“We need to do more and go much further if we want to keep global warming well below 2°C and avoid the most dangerous effects of climate change. The EU’s ambition is to be in the driving seat of the clean energy transition, but we know that leadership must be followed by concrete actions. Later this month we will be launching our Smart and Clean Energy Package to put energy efficiency first, make the EU number one in renewables and to do so in a cost-effective way that delivers a fair deal to consumers,” Arias Cañete said.
The package of measures expected late November will cover energy efficiency, renewables, a new electricity market design, and ways to boost consumer involvement in the energy transition.
Energy efficiency measures have proven to be highly successful: for every 1% improvement in energy efficiency EU gas imports fall by 2.6%. Moreover, in 2015, the EU saved $27 billion in energy imports thanks to energy efficiency.
Measures will focus on the sectors with the biggest potential – including the building sector which accounts for some 40% of the EU’s energy consumption. For example, the EU will aim to boost energy efficient building renovation rates and launch financing instruments like Smart Financing for Buildings.
The Smart and Clean Energy Package will also seek to further entrench the power of renewables in the energy system. The EU is already the world’s number one in renewable energy capacity per capita with 0.79 GW of renewables for every 1 million citizens in the EU.
It will include initiatives on how to make it easier for consumers to produce their own renewable energy and use it themselves, store it or sell it back to the grid. And, it will focus on fostering more competition in the retail market and promoting a flexible and well connected electricity market.
“It is now important that we move ahead with resolution and in a constructive spirit to develop the detailed rulebook of Paris and make good on our promises,” Arias Cañete said. (…)’

China geprezen door COP22-voorzitter

The president of the 22nd Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) on Monday commended China for its “strong” and “concrete” commitment to addressing climate change. China not only contributes to international efforts to cope with climate change through talks, but also takes concrete actions, Salaheddine Mezouar told a high-level event here on the sidelines of a United Nations climate conference. He noted China’s early ratification of the Paris Agreement, and its active and strong support for developing countries in coping with climate change. The forum, co-organized by China, Morocco and the United Nations, brought together senior UN officials and ministers from more than a dozen countries. The participants will discuss the role of South-South cooperation in addressing climate change and building the capacity of developing countries and explore ways of financing for climate efforts and sustainable development. Mezouar, who also serves as Moroccan foreign minister, said that South-South cooperation is “helpful” and “complementary” to global efforts to deal with climate changes. The COP22 president said negotiations at the conference are proceeding in a spirit of cooperation, stressing the host country’s priority is to turn climate initiatives launched at the COP21 into concrete projects. ‘(…) Kerry will be in Marrakech on November 15 and 16 to participate in the 22nd United Nations conference of the parties. [The spokesman of the Department of State] announced that Kerry would be making a speech on the importance of fighting climate change across the world. (…) Kerry’s announcement is a reassuring one; U.S. participation in fighting climate change is a crucial one, as this is COP22 is focused on putting the decisions made during COP21 into action. As a major world power, the United State’s participation is important. (…)’
Dit weekeinde riep  Kerry op tot demonstratie voor het klimaat. En over de inzet van de nog zittende Amerikaanse regering zei hij: ‘Tot 20 januari (de dag waarop Trump in het Witte Huis komt, red.) zullen we alvast alles doen wat mogelijk is om onze verantwoordelijkheid voor de volgende generaties op te nemen. De bewijzen nemen zo duidelijk toe dat de mensen niet mogen aanvaarden dat er niets gebeurt.’
