Regels voor CO2-uitstoot luchtvaart stap dichterbij

9 februari 2016De internationale luchtvaartsector is het eens over een uitstootlimiet voor nieuwe vliegtuigen. De 170 experts van de International Civil Aviation Organization (ICAO) stemden unaniem voor de voorschriften, die het bestuur nu nog moet goedkeuren.

In Parijs werd de internationale luchtvaartsector nog buiten het klimaatakkoord gehouden. In Montreal is deze weken de International Civil Aviation Organization (ICAO), onderdeel van de Verenigde Naties, bijeen om toch afspraken te maken over regels voor CO2-uitstoot van het internationale vliegverkeer.

Tot nu toe waren er geen voorschriften voor de maximale uitstoot van een vliegtuig. Die zullen er met ingang van 2028 wel zijn voor nieuwe vliegtuigen. Over de regels voor bestaande vliegtuigtypes werd het felst onderhandeld, aldus Europa Nu.

‘(…) Under the CAEP recommendation, the new CO2 emissions standard would not only be applicable to new aircraft type designs as of 2020, but also to new deliveries of current in-production aircraft types from 2023. A cut-off date of 2028 for production of aircraft that do not comply with the standard was also recommended. In its current form the standard equitably acknowledges CO2 reductions arising from a range of possible technology innovations, whether structural, aerodynamic or propulsion-based. (…) 
“The goal of this process is ultimately to ensure that when the next generation of aircraft types enter service, there will be guaranteed reductions in international CO2 emissions,” President Aliu stressed. “Our sector presently accounts for under two percent of the world’s annual CO2 emissions, but we also recognize that the projected doubling of global passengers and flights by 2030 must be managed responsibly and sustainably.” (…)’
Milieuorganisaties laten aan de Guardian weten niet onder de indruk te zijn en spreken van een gemiste kans. Ze wijzen erop dat vliegtuigen 20-30 jaar meegaan, dus dat de voorschriften pas over decennia effect gaan hebben. En de regels zijn niet streng genoeg, vinden ze.

‘(…) In addition, the standards would on average require only a 4% reduction in the cruise fuel consumption of new aircraft, compared to 2015. (…)
According to an analysis by the International Council on Clean Transportation, some of the top performing commercial aircraft were already achieving the standard – with room to spare. By 2020, eight years before the proposed standards were even due to come into effect, the average aircraft would already be 10% more efficient than the Icao standard. (…)’

Bas Eickhout, Europarlementariër voor GroenLinks, volgde de onderhandelingen. Hij wijst erop dat Europa steeds heeft aangedrongen de CO2-uitstoot van de luchtvaart aan banden te leggen.

‘(…) Onder het klimaatoffensief van de Amerikaanse president Obama hebben de Amerikanen inmiddels stevige voorstellen gedaan. Het lijkt er volgens de Britse krant The Guardian echter op dat uitgerekend Europa probeert om de voorstellen af te zwakken.(…)’

‘Europe is calling for a considerably less ambitious carbon emissions standard for airplanes than the US in a new global push to reduce aviation’s contribution to climate change’, schrijft de Guardian.

‘(…) Europese landen stelden volgens de bronnen optie zes, het op vier na strengste voorschrift, voor om de Europese vliegtuigbouwer Airbus niet al te zeer in moeilijkheden te brengen. Op aandringen van de Verenigde Staten zou tot optie zeven zijn besloten. (…)’

Volgend jaar worden de plannen voorgelegd aan de landen voor formele goedkeuring.
