Vrijdag ratificeert de EU mogelijk het Klimaatakkoord – nog vóór de lidstaten

28 september 2016 – Het is mogelijk dat de EU aanstaande vrijdag het Klimaatakkoord ratificeert. Dat gebeurt dan vóór alle afzonderlijke lidstaten geratificeerd hebben. De EU wil graag tekenen vóór de VN-klimaatvergadering van november. Maar de kans dat Polen dwars gaat liggen is ook heel groot.

Het waarom van de opmerkelijke gang van zaken is helder. Het Klimaatakkoord van Parijs wordt van kracht als 55 landen getekend hebben én 55% van de doelstelling gedekt wordt via de handtekeningen. Er hebben inmiddels zo’n 60 landen getekend, waaronder de twee grootste CO2-uitstoters: de Verenigde Staten en China. En er zijn meer handtekeningen op komst, o.a. van India.
Alleen de landen die geratificeerd hebben mogen aan het vervolg-overleg meedoen. Als de EU niet ratificeert vóór de conferentie in Marrakech (Marokko) in november, zit de EU, de derde grootste CO2-uitstoter, helemaal niet aan de overlegtafel. En dat mag niet gebeuren vindt iedereen in de EU. Vandaar de versnellingsactie.
Formeel wordt vrijdag aan de EU-milieuministers gevraagd of ze kunnen instemmen met de afwijkende procedure. Wordt dat een ‘ja’ dan kunnen de EU-lidstaten die zelf al geratificeerd hebben (o.a. Frankrijk, Duitsland, Slowakije en Hongarije) meetellen voor het reductiepercentage van 55%.  Maar er zijn EU-landen die van de situatie gebruik willen maken (m.n. Polen en Italië) en er gunstige deals uit willen slepen.

Maros Sefcovic, EU energy chief, is among those hoping for an accelerated approval of the global climate accord by the bloc, which would in turn allow the agreement to be enacted in full, seeing as countries representing at least 55% of global emissions will have ratified it. However, certain national interests such as those of Poland, which relies on coal for about 90% of its electricity production, will have to be tackled if the Union-level accord is to prove a success. Polen dwarsligger?

Het persbureau Reuters is minder optimistisch.

‘(…) Poland will only sign off on accelerated EU approval of the Paris climate deal on its own terms, its environment minister said in a letter to EU counterparts, casting doubt on a push by the bloc for adoption ahead of U.N. climate talks in November.
In the letter dated Monday and seen by Reuters, Jan Szyszko says Poland, whose economy is heavily dependent on coal, would consent to fast-tracked ratification “only on terms that take into account the specificity of the Polish economy”. (…)
The stakes are high because if the EU, the world’s third-largest emitter, is able to agree before Oct. 7, it could win the symbolic prize of triggering the accord’s formal adoption. (…)’

‘(…) “Poland is a country rich in energy sources and its energy security, based on its own resources, that is hard coal and lignite is the foundation of Poland’s economy and sustainable development. Moreover, Poland faces the need to develop new energy plants, as it has to satisfy the growing demand for electrical power and replace ageing and inefficient power plants,” wrote the minister. “Poland shall consent to ratify the Paris agreement by the EU, provided that our reduction achievements made so far under the Kyoto Protocol and the specificity of our national energy mix are considered.” (…)’

Gaat Italië ook dwarsliggen?

Bas Eickhout (GroenLinks) noemt Italië ook als mogelijke dwarsligger. Maar hij wil positief gestemd blijven. ‘Het zou heel bijzonder zijn als het lukt.’
