Burgemeesters uit hele wereld naar Den Haag
10 maart 2016 – Van 10 tot en met 12 september komen burgemeesters uit de hele wereld om te overleggen over knellende problemen. Eén daarvan is het klimaat.
Burgemeester Jozias van Aartsen van Den Haag is de gastheer voor wat de eerste zitting wordt van het ‘Wereldparlement van Burgemeesters’.
Uit een bericht van het Nederlands Dagblad
‘(…) Het idee voor het Wereldparlement van Burgemeesters is afkomstig van de invloedrijke Amerikaanse politicoloog Benjamin Barber, auteur van If Mayors Ruled The World (2013). ‘Het zijn de steden en burgemeesters die de problemen van deze tijd het beste het hoofd kunnen bieden’, zei Barber. (…) ‘We gaan niet op de stoel van nationale parlementen zitten’, zegt Van Aartsen, ‘maar de actiegerichte positie van burgemeesters heeft vorig jaar ook in Parijs geholpen bij het slagen van de klimaattop.’ (…)’
Uit de aankondiging van de eerste zitting van het Global Parliament of Mayors
‘(…) The Global Parliament of Mayors is an unprecedented new experiment in democratic global governance platform by, for, and of cities. Mayors from cities large and small, North and South, developed and emerging, will convene in September 2016 to identify and pursue in common the public goods of citizens around the world. For the first time, building on extant urban networks, the GPM will deploy collective urban political power manifesting the right of cities to govern themselves, as well as the responsibility to enact viable, cross-border solutions to global challenges. In this era of interdependence, where nation states are increasingly dysfunctional and cities are everywhere rising, the moment has come for cities to take the leap from effective local governance to true global governance.
Why we need a Global Parliament of Mayors
Climate Change. Terrorism. Refugees. Inequality. Pandemic disease. In our interdependent 21st century world, nation states and international organizations are finding it ever more difficult to respond to the global challenges facing humanity. At the same time, cities are demonstrating a remarkable capacity to govern themselves democratically and efficiently, both locally and, in networks, globally. Our founding mayors who will convene in the fall insist it is their responsibility, but also their right to do so. They see in the Global Parliament of Mayors a new beacon for global governance on such critical issues as climate change, refugees, inequality, and security in what, following the UN passage of the Sustainable Development Goals and the December Paris COP21 meeting on climate change is becoming a year of extraordinary promise and a season of hope for humankind. Concurrerende burgemeesters-initiatieven?
Hoe het ‘Global Parliament of Mayors’ zich, met name rond klimaat en energie, verhoudt tot het ‘Covenant of Mayors for Climate & Energy’ is nog onduidelijk. Dit initiatief startte vorig jaar en speelde o.a. een rol rond de Klimaatconferentie in Parijs.
Het Covenant of Mayors’ over zichzelf:
‘(…) Heralded as the “world’s biggest urban climate and energy initiative” by Commissioner Miguel Arias Cañete, the Covenant of Mayors for Climate & Energy brings together thousands of local and regional authorities voluntarily committed to implementing EU climate and energy objectives on their territory. New signatories now pledge to reduce CO2emissions by at least 40% by 2030 and to adopt an integrated approach to tackling mitigation and adaptation to climate change. (…)’
Het Covenant heeft een duidelijke link naar Europa en beperkt zich tot klimaat en energie.
Het Global Parliament of Mayors wil wereldwijd opereren en betreft meer onderwerpen.
