Canada gaat CO2-uitstoot belasten om klimaatdoelen te halen
5 oktober 2016 – Canada gaat vanaf 2018 de uitstoot van CO2 belasten. Dat maakte de Canadese premier Justin Trudeau maandag bekend. De maatregel moet helpen bij het halen van de doelen in het klimaatakkoord.
Trudeau deed de aankondiging tijdens een debat over de ratificatie van het klimaatakkoord door Canada. Vandaag gaat het Canadese parlement akkoord, zo verwacht The Guardian.

‘(…) Trudeau said provinces and territories can either put a direct tax on carbon emissions of at least $10 Canadian ($7.60) a ton or adopt a cap-and-trade system. If a province fails to do either by 2018, the federal government will implement a basic carbon tax of $10 a ton, rising by $10 a ton per year until it reaches C$50 a ton by 2022.
“There is no hiding from climate change,” Trudeau told the Commons. “It is real and it is everywhere. We cannot undo the last 10 years of inaction. What we can do is make a real and honest effort – today and every day – to protect the health of our environment, and with it, the health of all Canadians.” (…)’
De dichtstbevolkte provincies van Canada, Ontario en Quebec, hebben al een emissie-handelsprogramma en British Columbia heeft een CO2-belasting. Alberta, een olierijke provincie, heeft plannen voor een CO2-belasting, maar vindt de prijs in de plannen van Trudeau te hoog oplopen, aldus de Guardian. Alberta’s premier Rachel Notley wil eerst nieuwe oliepijpleidingen voor ze over het plan van Trudeau gaat nadenken, zo laat ze weten in The Chronicle Herald. Andere tegenstanders, onder wie de provincies met veel fossiele energie, zijn bang voor hoge extra kosten voor de bevolking.
Trudeau laat zich niet van de wijs brengen. In the Guardian: ‘85% of the Canadian economy is located in provinces where there is pricing on carbon pollution in one shape or another. We are going to bring that up to 100%.’
