EU ETS – Commissie Europees Parlement: ‘Hele systeem moet op de schop’
15 juli 2016 – Een commissie van het Europees Parlement wil dat het handelssysteem voor CO2 wordt herzien en dat het EU ETS voor het klimaatbeleid een veel ambitieuzere rol gaat spelen.

‘(…) The European Parliament’s Committee on Development (DEVE) voted on the revision of the EU’s Emissions Trading System (ETS) for the post-2020 period. (…) The members of the DEVE committee showed support for higher ambition by voting for an increase of the rate by which emissions are reduced annually after 2020 from 2,2% to 2,8%.
This responds to the new Paris commitment and results in ETS emissions reaching net zero by 2050. Furthermore, the committee supported regular reviews of the EU ETS in order to update and enhance the EU’s climate action consistent with the Paris Agreement. (…) The committee furthermore supported the establishment of an International Climate Action Fund under the EU ETS. This fund would direct a portion of the total ETS revenues to support the people who are most affected by climate change, via the Green Climate Fund. (…)’
Later dit jaar zal ook de milieucommissie van het Europees Parlement zich over de ontwikkeling van het EU ETS moeten uitspreken.
Eind juni richtten zestig ngo’s uit 23 landen per brief tot hert Europees Parlement met het dringende verzoek het EU ETS te herzien.
‘(…) We call on you to adopt an ambitious opinion on the revision of the European Union Emission Trading System (EU ETS), that will reflect the importance of taking into account the perspective of most vulnerable countries to climate change. Despite its climate leadership, the EU is still the third biggest polluter after China and the US. (…)’
De briefschrijvers (uit Nederland ondertekende het HIVOS) vragen:
- Meer ambitie:
‘We call on you to support all amendments which strengthen the EU’s climate ambition in line with the 1.5 degree goal, limit free allocation to industry and ensure ambition can be further increased after 5 years.” - Maak van het EU ETS een bron voor klimaatfinanciering
‘… by establishing a mechanism that directs a portion of the ETS revenues to international climate finance’ - Herzie het biomassa-beleid
‘The ETS currently wrongly assumes that the burning of biomass is carbon neutral.’
De Committee on Development (DEVE) heeft kennelijk rekening willen houden met de oproep van de ngo’s.
