COP21 – EU: ‘Afspraken worden wettelijk bindend’

17 november 2015 – De EU heeft de Verenigde Staten laten weten dat de afspraken die uit COP21 voortkomen ‘wettelijk bindend’ zullen moeten zijn. De Amerikaanse minister van Buitenlandse Zaken, John Kerry, had eerder gezegd dat het om niet meer dan een ‘verdrag’ zal gaan.

‘(…) The EU has warned the Obama administration that a global climate deal at the Paris summit must be legally binding, after the US secretary of state John Kerry said that it “definitively” would not be a treaty. “The Paris agreement must be an international legally binding agreement,” a spokeswoman for the EU’s climate commissioner, Miguel Arias Cañete , told the Guardian. “The title of the agreement is yet to be decided but it will not affect its legally binding form.” (…)’

Kerry had eerder tegen de Financial Times gezegd dat de COP21-afspraken”were not going to be legally binding reduction targets like Kyoto”.

‘(…) French President Francois Hollande also responded to Kerry’s comments, telling reporters in Malta on Thursday that “if the deal is not legally binding, there is no accord, because that would mean it’s not possible to verify or control commitments that are made.” (…)’
