COP22 – De eerste week: ‘Niet terneergeslagen door Trump’

15 november 2016De eerste week Marrakech zit erop. Veel voorbereidend overleg en bovenal natuurlijk de reacties op de verkiezing van Trump en zijn aangekondigde klimaatbeleid. Ondanks het slechte nieuws was de stemming niet terneergeslagen. Impressies van de eerste week.

Climate justice
‘(…) Thousands of Moroccans and foreigners marched on Marrakech on Sunday (Nov 13) to demand “climate justice” from global envoys gathered for UN talks on staving off worst-case-scenario global warming. “It is an international march for all the people who suffer the results of climate change, yet had no role in causing it,” said Mohamed Leghtas of a Moroccan climate coalition of environment, human rights and labour groups. “Climate change is a triple injustice: committed by the north against the south, by current generations against future ones, and by a minority which enriches itself from fossil fuel energy against the poor who are left to pick up the pieces.” (…)’ (Channel News Asia)

“People were walking around looking pretty shellshocked,” says Dr Bill Hare [an Australian climate scientist], perched on a chair in the cavernous media tent at the United Nations climate talks in Morocco. “If you hugged an American there was a good chance they’d burst into tears.” (…) But beyond the shock of electing a climate science denier for president, Hare says the material impact on the talks has been minor. “Has [Trump’s victory] visibly affected the negotiations? (…) “De globale samenleving will dat we allen samenwerken om de klimaatwijziging  te bestrijden,’ aldus een van de Chinese delegatieleiders. Die voegde er aan toe dat een eventuele wijziging van het standpunt van de Amerikanen de Chinese inspanningen om tot een groenere economie te komen niet zou beïnvloeden. Wel zeiden de Chinezen (en Japan) geen extra inspanningen te zullen doen om voor de Amerikaanse quota te compenseren. ‘(…) In Marrakech wordt nu ook onderhandeld over een klimaatfonds waarin rijke landen jaarlijks 100 miljard dollar beschikbaar stellen voor hulp aan arme landen. De VS zouden een van de grootste financiers van dit fonds worden. En natuurlijk maakt het iets uit als de tweede klimaatvervuiler van de wereld, goed voor bijna 18 procent van de jaarlijks broeikasgasemissies in de wereld, zijn ambities naar beneden bijstelt. Low carbon and Renewable energy
‘(…) The first week of COP22 in Marrakech rounded-off on energy day, with a range of companies demonstrating their commitment to a low-carbon future with pledges to source 100% renewable energy. (…) New commitments were announced on Friday from Indian firm Dalmia Cement and insurance company Helvetia, who followed the lead of more than 80 major businesses like General Motors and HP Inc, transitioning all their operations to renewable electricity through RE100. Indeed, Dalmia Cement joined Swiss Re in becoming the first companies to become members of both the RE100 and EP100 campaigns. Energy day also marked the launch of a new private-sector led initiative, the Renewable Energy Buyers Alliance (REBA), which aims to builds connections between corporate electricity demand and renewable energy supply. ‘(…) Ook op de klimaattop in Marrakech is er op de side-events en paviljoens van de EU en China tot Zuid-Korea en Indonesië veel aandacht voor emissiehandel en klimaatfinanciering. Op de officiële vergadering is er minder vooruitgang. Er is na een week praten afgesproken dat er in mei in Bonn verder gepraat wordt. Bolivia en Venezuela mogen nog steeds roepen dat je wel olie waar koolstof in zit mag verkopen, maar CO2-reductie niet mag verhandelen. Ik dacht dat dat na Parijs een gepasseerd station was. Maar door de consensusregel in de VN, houdt dat de boel wel weer op. (…)’ (NRC blog)
