‘EU toch open voor hogere ambitie CO2-uitstoot’
8 maart 2016 – De Europese Unie staat tóch open voor het verhogen van de ambitie voor CO2-uitstootreductie in 2030, aldus de Europese klimaatonderhandelaar Artur Runge-Metzger in the Guardian.

‘(…) “The question of the level of ambition for 2030 is open, as long as it is a binding EU target of at least 40% domestic reduction in greenhouse gas emissions by 2030 compared to 1990.” (…)’
Daarmee reageerde EU-directeur Klimaatstrategie Artur Runge-Metzger maandag op de kritiek van onder meer milieuorganisaties op de klimaatdoelen van de Europese Unie.
‘(…) Brook Riley, a spokesman for Friends of the Earth, welcomed his comments. “It’s good to hear the commission saying that increased emission cuts are still on the table, even if this contradicts what it published last week. Without tougher targets Europe would be undermining and undoing the Paris agreement before it is even signed.” (…)’
‘EU stelt de CO2-reductiedoelen niet bij’
Al vóór de klimaattop in Parijs stelde de EU zich het doel in 2030 40 procent minder CO2 uit te stoten dan in 1990. Hoewel in Parijs, ook door de EU, de ambitie werd uitgesproken de opwarming van de aarde niet onder de 2, maar onder de 1,5 graden te houden, leek de EU niet voornemens de CO2-uitstootdoelen bij te stellen.
Vorige week, op 4 maart, kwamen de Europese milieuministers bij elkaar om de implicaties van het klimaatakkoord voor Europa te bespreken. Ter voorbereiding kwam de Europese Commissie met een document waarbij werd vastgehouden aan het al gestelde doel voor CO2-reductie. Ook EU-commissaris voor Energie en Klimaatverandering Miguel Arias Cañete leek vrijdag niet voor bijstelling van het doel.

‘(…) Friday morning, Canete told journalists he wanted to implement the 2030 targets first, before thinking of new targets. He noted that the current targets are already by far “the most ambitious” of all commitments agreed under Paris. “For the moment we have the most ambitious commitment,” he said.
Of is er toch een opening om het CO2-doel aan te scherpen?
Nu lijkt er toch ruimte voor bijstelling van de klimaatdoelen van de EU. Niet alleen Runge-Metzger doelde daarop. EU Observer zag een memorandum in dat EU-voorzitter Nederland verspreidde onder de EU-lidstaten.

‘(…) That paper called to mind that the Paris deal’s five-year “stocktake” also required the EU to come up with more ambitious plans.“Parties with 2030 targets, such as the EU, are invited to communicate or update their contribution, and to do it every five years thereafter,” the paper noted.
“All Parties’ new contributions will represent progression relative to previous contributions in terms of ambition. If the “well below 2°C” goal is to remain achievable, the first review cycle must result in substantial additional commitments. The EU and its member states will also need to be prepared for this first ambition cycle.” (…)’
EurActiv meldt dat tijdens de vergadering op 4 maart verschillende milieuministers aandrongen op ambitieuzere klimaatdoelen.

‘(…) Germany’s Jochen Flasbarth called the European Commission text “weak on the 2030 objectives”.
In a split council, he was joined by ministers from France, Britain, Austria, Belgium, Portugal and Sweden in calling for the EU to set an example with stronger targets.
Several ministers urged an earlier stock-take to ready for a special UN report in 2018 to get on track for net zero emissions in the second half of the century. However, Poland, whose economy relies on coal, and other former Soviet states said the EU should not ramp up its climate goals too soon or ahead of other nations. (…)’
