Initiatieven voor CO2-belasting en emissiehandel nemen wereldwijd toe

27 mei 2015 – Wereldwijd nemen de initiatieven voor het heffen van CO2-belasting en het handelen in emissierechten toe. Het nieuwe Carbon Pricing Watch maakte een overzicht en kwam op een totale  waarde van 50 miljard aan inkomsten uit deze initiatieven, zo meldt de Wereldbank.

De Carbon Pricing Watch is een initiatief van de Wereldbank en Ecofys. Het platform houdt bij welke landen een prijs zetten op uitstoot van broeikasgassen, of dat van plan zijn. Ook kijken ze waar een handelssysteem voor CO2-emissierechten bestaat of gepland is. Het rapport van 2015 komt vlak voor de klimaattop in Parijs uit, eind 2015. Maar de Wereldbank geeft alvast een overzicht.

  • The new Carbon Pricing Watch compiles the latest data on formal carbon pricing initiatives around the world. Several carbon taxes and one of the world’s largest emissions trading systems started in the past year and a half, and more are planned in the coming years.
  • The new and existing systems are also evolving. California and Quebec linked their markets. China has been learning from its seven local carbon markets as it plans for a national emissions trading system. (…)’

Er zijn 40 landen en meer dan 20 steden, staten en provincies die plannen hebben om CO2-uitstoot te belasten.

‘(…) In the past year and a half, Portugal and Mexico implemented new carbon taxes, South Korea started one of the world’s largest emissions trading systems, and California and Quebec linked their cap-and-trade systems, which Ontario plans to join.
China, meanwhile, has been learning from its seven local carbon markets (the oldest, in Shenzen, is about to wrap up its second year), and the entire country, a leading emitter of greenhouse gases, plans to launch a national emissions trading system as early as 2016. Chile also advanced carbon pricing, approving a carbon tax to start in 2018. (…)’

  • Several of the leaders speaking out in Paris and Barcelona are actively working on solutions through the Carbon Pricing Leadership Coalition, organized by the World Bank Group, World Economic Forum, We Mean Business Coalition and 12 other international development and business organizations.
  • Thirty-one governments have been sharing their experiences with carbon pricing as they help the design the carbon markets of the future through the Partnership for Market Readiness.
  • During the Business and Climate Summit at Climate Week Paris, several business announced new climate initiatives, including 25 business networks representing more than 6.5 million companies pledging to lead the global transition to low-carbon, climate-resilient economy. Investors launched an Investor Platform for Climate Actions looking at measurement, engagement and reallocation of capital.(…)’
