Klimaat – VS hebben nu ook een soort Klimaatwet
16 augustus 2016 – De Verenigde Staten hebben de National Environmental Protection Act zodanig aangepast dat alle overheidsdiensten nu verplicht zijn bij alle beslissingen rekening te houden met het klimaat.

‘(…) Amerikaanse overheidsdiensten zijn al sinds de jaren ’60 door de National Environmental Protection Act [NEPA] verplicht om milieuschade te voorkomen. Nu is deze wet zo aangepast dat de agentschappen ook de gevolgen voor het klimaat moeten afwegen. Volgens Rhea Suh, voorzitter van de Amerikaanse milieuorganisatie Natural Resources Defense Council, kan de wetsaanpassing verstrekkende gevolgen hebben. Zo zullen agentschappen niet langer plannen voor vervuilende steenkoolmijnen kunnen goedkeuren. (…)’

‘(…) President Obama’s tenure in office may be nearing an end, but he isn’t done fighting climate change just yet. This week, his administration told federal agencies they have to consider climate change when they weigh the impact of their projects. The National Environmental Policy Act (NEPA), a landmark 1969 law, already requires agencies to study the potential environmental impact of any major project undertaken by the federal government, from building dams and bridges to granting permits to drill for oil on public lands. ‘(…) All government agencies will now have to consider both direct and indirect climate impacts of their actions. In doing so, they will be required to use available data to quantify effects of projects. For example, highway, dam, mining or oil-drilling projects would have to estimate their greenhouse gas emissions. If emissions are high, agencies could find ways to mitigate or reduce them.
The NEPA update is only the latest and potentially most far-reaching of recent climate-change actions taken by the Obama administration. Taken together, they demonstrate the administration’s unwillingness to waste more time debating whether climate change is real. They also represent a response to Congress’ refusal to debate or vote on climate issues. (…)
Climate change will be central to how all government agencies make decisions. The new rules of the road will be consistent across agencies, a significant step for both those trying to enforce government policy and those affected by it.
President Obama has used executive authority to bring together government regulations, market forces and individual good intentions in a unified focus to address climate change. This progress could easily be undone by the next administration. That shouldn’t be allowed to happen. (…)’
