RWE stopt ontwikkeling windparken om Brits beleid
19 januari 2016 – Het Duitse energieconcern RWE stopt voorlopig met de ontwikkeling van windparken op land in Engeland. Het bedrijf wil eerst meer duidelijkheid over het Britse energiebeleid.

‘(…) Apart from the under-construction Batsworthy Cross and Goole Fields 2 due online this year, the Swindon-based company said it has canned all other English wind farms projects in development. (…)
RWE Innogy UK head of onshore wind Mike Parker said the company’s approximately 400MW pipeline of projects in the planning or development stages is restricted to Wales and Scotland.
Those 10-12 projects have also been put on hold pending further clarity on future for onshore wind via the Contracts for Difference regime. Parker said the company has laid off 10 employees as a result of the changes, or around a quarter of its onshore wind team. (…)’
Het uitstel van de windparken komt bovenop de negen windparken die RWE Innogy vorig jaar al schrapte. De reden voor RWE om de investeringen in windparken te schrappen of uit te stellen, is het Britse energiebeleid. De Conservatieve regering kondigde bij het aantreden al aan alle nieuwe subsidies voor nieuwe windprojecten op land te zullen stoppen. In juni vorig jaar kondigde de regering zelfs aan de afschaffing van de subsidies een jaar te vervroegen.

‘(…) In June, the government announced that it intended to end subsidies for onshore windfarms at the start of April [2016, red.], rather than in 2017, as had been planned by the coalition government. The subsidies are funded by the Renewables Obligation, a scheme which requires energy companies to source some of their energy from renewable sources. It is funded by levies added to household fuel bills, rather than government expenditure. (…)’
Bovendien kregen de omwonenden in juni meer zeggenschap over of een windpark door mocht gaan. ‘The success rate for planning approvals for onshore wind has fallen to around 23%’ zo stelt RWE in de Telegraph.
RWE Innogy wacht de ontwikkelingen in het Britse energiebeleid af.

‘(…) Hans Bünting, RWE Innogy chief executive, said it had “stopped all further investment” and completely frozen its development pipeline while it awaited an announcement from the Department of Energy and Climate Change. (…)
Although the Conservatives vowed in their manifesto to end all new onshore wind subsidies, Mr Bünting said he believed ministers could yet offer financial support that could allow the Scottish and Welsh projects to proceed. “As far as I understand it, Amber Rudd has not cancelled onshore forever,” he said.
