Trump president? Dan gaat klimaatverdrag de prullenbak in

27 mei 2016 – Als hij president wordt, gaat het klimaatverdrag van Parijs de prullenbak in. Dat beloofde Donald Trump donderdag tijdens een speech in oliestaat North Dakota. In zijn energiebeleid staat fossiele energie centraal en hij wil de controversiële Keystone XXL oliepijpleiding wél aanleggen.

Op dezelfde dag dat bekend werd dat Donald Trump zo goed als zeker de Republikeinse presidentskandidaat wordt, zette hij in oliestaat North Dakota zijn plannen met het energiebeleid uiteen. Daarin staat fossiele energie centraal en wordt het klimaatakkoord van Parijs geannuleerd. Geen verrassing, gezien zijn eerdere uitspraken waarin hij zich tegen het klimaatakkoord keerde. Maar het is wel de eerste keer dat Trump zich zo duidelijk uitspreekt over zijn ideeën voor een Amerikaans energiebeleid.

‘(…) Om dat voor elkaar te krijgen wil Trump fors inzetten op de eigen productie van olie en kolen. Ook de Keystone XL pijpleiding van Canada naar de VS moet er gewoon komen. Obama blokkeerde dat plan vanwege bezwaren voor het milieu. Maatregelen om de uitstoot van schadelijke stoffen te beperken kunnen wat Trump betreft gewoon van tafel. Wel wil hij rekening houden met ‘rationele milieuoverwegingen’.
Welke dat zijn, is niet helemaal duidelijk, want eerder noemde Trump het broeikaseffect al een hoax. Daarom wil hij het klimaatverdrag van Parijs opzeggen en de VS terugtrekken uit het klimaatoverleg van de Verenigde Naties. (…)’

Volgens Trump heeft Obama er alles aan gedaan om de Amerikaanse energie in de weg te zitten. Als Hillary Clinton hem opvolgt, wordt het alleen maar erger, denkt Trump.

Over Trumps plannen in het algemeen
Het American Petroleum Institute (API), lobby-organisatie voor de oliesector, stelt in de Financial Times blij te zijn dat energie een onderwerp is in het debat voor de presidentsverkiezingen en wees erop dat veel punten van Trump overeenkomen met de voorkeuren van de API.

Over het Klimaatakkoord
Hoewel experts zich afvragen of Trump het klimaatverdrag kan opzeggen, kan hij wel veel doen om de beloofde CO2-reductie van de Verenigde Staten terug te draaien, aldus de Financial Times.

Het gevaar zit daarbij in de nadruk in het klimaatverdrag op de nationale overheden om de details in te vullen, aldus de Guardian.

Some of those things will be challenged in court. Over het stimuleren van (banen in) de kolensector
Bill White, energie-expert en topman van investeringsbank Lazard, vraagt zich in de Financial Times af hoe Trump de kolenproductie wil opvoeren, zonder last te krijgen van de Clean Air Act en banenverlies in de aardgassector. ‘Both gas and coal are competing for the same market for power generation.’

Rhea Suh, president of the Natural Resources Defense Council Action Fund, said: “The solar industry alone employs more than four times as many people as the coal industry. … Let’s talk about the jobs of tomorrow. That is what this election is about.”
