Duitsland krijgt eerste offshore windpark zonder subsidie
14 april 2017 – Duitsland krijgt het eerste windpark op zee dat zonder subsidies gebouwd wordt. Energiebedrijf EnBW won een aanbesteding waarin het 0 euro subsidie vroeg. ‘Dit moment is te vergelijken met de maanlanding’, aldus een analist bij Bloomberg New Energy Finance.
In de (eerste) Duitse tender voor offshore windprojecten werden vier projecten toegekend. Het gemiddelde aangevraagde subsidiebedrag per kilowattuur was met 0,44 cent ongekend laag. Het maximale subsidiebedrag in de tender was 6 cent per kilowattuur en het laagste dus helemaal niets.

Het windpark ‘He Dreiht’ dat EnBW wil gaan bouwen is 900 megawatt groot. Dat is bijna dezelfde capaciteit als een kernreactor of ruim 360 standaardwindturbines op land. EnBW zal het park klaarhebben tegen 2025 en calculeert daarom heel wat technologische vooruitgang al in zijn prijs.

Ook Dong Energy won twee biedingen (ieder 240 MW) voor offshore windparken zonder subsidie. Het Deense energiebedrijf neemt in 2021 de definitieve investeringsbeslissing, maar schat nu in geen subsidie nodig te hebben. ‘(…) Cost-drivers enabling the zero subsidy bid
- Platform change: Significantly bigger turbines – probably 13-15MW – will be on the market by 2024. With bigger turbines, the developer can increase electricity production while at the same time reduce the number of turbine positions. This contributes significantly to cost reductions during construction (fewer towers and array cables, and lower costs for installation vessels and manpower) as well as during a lifetime of operations and maintenance.
- Scale: OWP West and Borkum Riffgrund West 2 will be combined into one large-scale project with the option of adding additional volume in next year’s auction to further increase the total size of the project.
- Location: The projects benefit from average wind speeds of more than 10 m/s, which is among the highest wind speeds measured across DONG Energy’s portfolio of wind farms. Also, the projects are located next to DONG Energy’s Borkum Riffgrund 1&2 which means that operations and maintenance can be done from DONG Energy’s existing O&M hub in Norddeich.
- Extended lifetime: The German authorities have approved the possibility to extend the operational lifetime of the asset from 25 to 30 years.
- Not full scope: Developers were not bidding for the grid connection in the German auction, which means that grid connection is not included in the bid price. (…)’
De subsidie die nodig is om offshore windparken rendabel te maken schiet naar beneden. Vattenfall werkt aan de ontwikkeling van een windpark op zee waar 4,99 cent subsidie per kilowattuur bij moet. Een consortium van Shell, Enece, Van Oord en DGE won eind 2013 een tender met een bieding waarin 5,45 cent per kilowattuur subsidie wordt gevraagd. En een half jaar daarvoor brak Dong Energy alle records met een subsidiebedrag van 7,27 cent.
