Britse minister grijpt in als schaliegasbesluit te lang duurt

14 augustus 2015 – Het Britse ministerie van Communities and Local Government gaat alle aanvragen voor boringen naar schaliegas en -olie bekijken. Als de lokale overheid treuzelt met een besluit, grijpt Londen in. 

Een lokale overheid heeft 16 weken om te reageren op een verzoek tot boring naar schaliegas of -olie, zo meldt de Financial Times. ‘(…) But if they delay rulings or repeatedly knock back drilling applications that ministers deem reasonable, they will risk the communities secretary stepping in to overrule them. (…)’

‘(…) De Britse regering is een groot fan van schaliegas, dat is opgeslagen in ondergronds gesteente. Haar plannen om deze industrie van de grond te tillen kennen echter weinig vaart. (…)’

Zo wachtte Cuadrilla (het schaliegasbedrijf dat in Nederland bezwaar maakt tegen het besluit van Kamp om commerciële schaliegasboringen te stoppen tot 2020) meer dan een jaar op antwoord op het verzoek om te boren bij Blackpool. De Lancashire County Council gaf in juni pas antwoord: het mag niet. Cuadrilla gaat bezwaar aantekenen, zo meldt de Financial Times.

Lokale bestuurders zijn vaak bang voor protest in hun gebied. Maar de Britse regering is het nu dus zat dat de besluiten zo lang op zich laten wachten.

In een verklaring van de Britse overheid zegt energieminister Amber Rudd:
‘(…) “As a One Nation Government, we are backing the safe development of shale gas because it’s good for jobs giving hardworking people and their families more financial security, good for our energy security and part of our plan to decarbonise the economy. We need more secure, home grown energy supplies – and shale gas must play a part in that.”

“To ensure we get this industry up and running we can’t have a planning system that sees applications dragged out for months, or even years on end. Oversight by the Health and Safety Executive and the Environment Agency of shale developments makes our commitment to safety and the environment crystal clear. We now need, above all else, a system that delivers timely planning decisions and works effectively for local people and developers.” (…)’
