Rapport: ‘Zelfs meest efficiënte kolencentrale ramp voor klimaat’

15 april 2016 – Uit een studie van Ecofys blijkt dat zelfs de meest efficiënte kolencentrales het behalen van de klimaatdoelen frustreren. Volgens Ecofys ontkracht de studie alle claims die iets anders beweren. ‘Na Parijs is er simpelweg helemaal geen plaats meer voor kolencentrales.’

De studie van Ecofys werd verricht in opdracht van het WWF.
De conclusie van Ecofys is glashelder en haalt alle beweringen van de steenkoolsector onderuit. Dat neemt niet weg dat er wereldwijd maar liefst 2.300 nieuwe kolencentrales staan gepland, met een capaciteit van 1.400 GW.
Deze maand wordt op de Maasvlakte door Uniper/E.ON de ‘schoonste kolencentrale ter wereld’, de ‘MPP3-centrale’, officieel in gebruik genomen (de centrale draait overigens al enige tijd).
Nederland telt drie nieuwe moderne centrales:

Een centrale (uit 2015) van RWE (moederbedrijf van Essent), in de Eemshaven.
Een centrale (uit 2015) van ENGIE (voorheen GDF-Suez) op de Maasvlakte bij Rotterdam.
De MPP3-centrale (uit 2016) van Uniper, ook op de Maasvlakte.

Met betrekking tot de vierde centrale, de Magnum-centrale van Nuon, is onlangs bekend gemaakt dat deze geen steenkool zal gaan stoken.

“This report discredits claims from the coal industry and governments such as those of Japan, Germany, South Korea, Australia and Poland that efficient coal plants are compatible with climate action. It is clear that in a post-Paris world, there is quite simply no role for coal, however ‘efficient’,” said Sebastien Godinot, Economist at WWF’s European Policy Office, which commissioned the report.

Even if all coal plants are the most efficient plants
According to the Intergovernmental Panel on Climate Change (IPCC), emissions from the global electricity sector need to rapidly reduce and be close to zero by 2050 in order to stay well under 2°C.
Even if all coal plants used the most efficient available technology – so-called ‘high efficiency low emissions’ (HELE) technology – the sector’s emissions would still be over those levels, the Ecofys study, ‘The incompatibility of high-efficient coal technology with 2°C scenarios’, shows.
WWF concludes that governments need to end public financial support for coal immediately, and phase out all coal plants by 2035 in OECD countries and 2050 globally to avoid the worst impacts of climate change.
“With the G7 meeting in Japan, some of the biggest coal nations have a unique opportunity to begin to phase out coal subsidies and coal use”, said Godinot.
This conclusion was reached through an assessment of scenarios from the IPCC and IEA. Currently, 2,300 new coal power plants – 1,400 GW of capacity – are planned worldwide. (…)’

Uitstoot onverzoenbaar met ‘Parijs’

‘(…) De zeer vervuilende steenkoolsector maakte zich sterk dat nieuwe, efficiëntere centrales een rol zouden kunnen blijven spelen voor de energievoorziening van de toekomst. (…) Zelfs als alle centrales ter wereld de meest efficiënte HELE-technologie zouden gebruiken (High Efficiency Low Emissions), blijft de uitstoot onverzoenbaar met het scenario dat nodig is om de doelstellingen van Parijs te halen. Ecofys komt tot die conclusie na een vergelijking tussen de projecties van het IPCC en rapporten van het Internationaal Energieagentschap (IEA). (…)’
