COP21 – Haalt Groot-Brittannië klimaatdoelen zonder CO2-opslag?

26 november 2015 – Gisteren schrapte de Britse regering een subsidie van 1,4 miljard euro voor CO2-opslag, een techniek waaraan de regering eerst juist veel belang aan hechtte om de klimaatdoelen te halen.

Als donderslag bij heldere hemel en vlak voor de klimaattop in Parijs kwam de Britse regering met de boodschap dat de 1,4 miljard euro (1 miljard pond) aan subsidie voor CO2-opslag niet doorgaat. Een strop voor Shell, dat daarop het grote CO2-opslagproject in het Schotse Peterhead stillegde. En een schande voor het Verenigd Koninkrijk, schrijft de Guardian.

‘(…) The abandonment of a technology championed by David Cameron and seen as vital in tackling global warming will be an embarrassment to the UK, just days before a major UN climate change summit in Paris. Industry figures called the move “devastating” and while experts said it would make meeting the UK’s binding carbon cuts “almost impossible” and more expensive. (…)’

Het internationale klimaatpanel IPCC hecht veel waarde aan CO2-opslag of Carbon Capture and Storage (CCS). Zonder opslag van CO2 in de grond, zou de benodigde CO2-reductie meer dan twee maal zo duur zijn dan mét. De Britse klimaatadviseurs delen die visie.

‘(…) The UK government’s own advisors, the Committee on Climate Change, agreed and said in October: “CCS is very important for reducing emissions across the economy and could almost halve the cost of meeting the 2050 target in the [UK’s] Climate Change Act.” (…)’

En ook voor de Britse regering was CCS tot voor kort nog een prioriteit. Vorige week zei de Britse energieminister Amber Rudd nog dat haar departement financiële steun gaf aan ’transformative technologies in many areas, “such as CCS”, which pointed to “the creation of new industries and new jobs in the UK”, aldus de Financial Times. En, zo schrijft de Guardian, in het nieuwe energiebeleid van 18 november staat nog dat er meer gasgestookte energiecentrales komen, maar dat die vanaf 2030 moeten stoppen tenzij er CCS is om de CO2-uitstoot op te vangen.

De reacties op het besluit zijn geschokt.

‘(…) Lisa Nandy, Labour’s shadow energy secretary, said: “Year after year the prime minister has personally promised to support CCS, so this is a huge betrayal for all of the communities who could have benefited so much from this cutting-edge technology.” (…)

‘(…) “If we are serious about building a clean and secure energy sector we need a diverse energy system, and CCS is central to this,” said Jenifer Baxter, at the Institution of Mechanical Engineers. “Without CCS this will mean we are locking ourselves into relying on unabated fossil fuel power for generations to come.”

“The chancellor is slashing renewables and energy efficiency investment, and eliminating CCS funding, making it almost impossible to meet our carbon budgets,” said Sepi Golzari-Munro, at climate policy thinktank E3G. “Rather than building the low-carbon infrastructure fit for the future, he has doubled down on building the infrastructure of the past.” (…)’

Het besluit komt bovenop een paar andere rigoreuze veranderingen in het Britse energiebeleid. Subsidies voor duurzame energie werden in korte tijd sterk teruggedrongen en schaliegas en -olie juist gestimuleerd. Labour-leider Jeremy Corbyn vraagt zich af of Groot-Brittannië de klimaatdoelen haalt die de EU heeft ingediend voor de klimaattop in Parijs. ‘The gap between Britain’s 2020 target and current share of renewable energy is the biggest in the European Union.’
